Amit Shah, the union home minister, launched the District Good Governance Index (DGGI) in Jammu and Kashmir, which is the first such index in a union territory. Manoj Sinha, the lieutenant governor of Jammu and Kashmir, and Union minister Jitendra Singh attended Shah's launch of the index.
Shah said, "I would like to congratulate all the residents of Jammu and Kashmir on the launch of the District Good Governance Index. Today is a significant day, not just for J-K but for India as a whole."
"Many leaders have been talking false and doing propaganda. I want the youth to ask, crores of investment have been coming, tourists have been coming and they are doing propaganda for their own political benefits. The democracy has reached grass root level that is why they do this propaganda and youth should not listen to them," he said while accusing the political parties of engaging in false propaganda.
Shah said that this index would commence in Jammu and Kashmir and would slowly be expanded to all other states and a good governance competition would be launched in every district of the country. Shah said the index will have a large impact on the lives of people in Jammu and Kashmir since it will work to improve the district machinery, make districts result-oriented, and also improve delivery mechanisms.
“Under the index, the policies, schemes and programs of the central as well as the state governments have been monitored at the district level," the Union home minister said at the virtual launch event on Saturday.
“The index will rank the districts and also present their comparative picture. With this, officials evaluating their districts will get to know what areas have to be worked on,” Amit Shah said.
Jammu and Kashmir's Department of Administrative Reforms and Public Grievances (DARPG) has developed a District Good Governance Index based on data from 20 districts as part of a partnership with the Union Territory administration to benchmark local governance. State/district-level statistics can now be collated and published timely via DGCI, according to an official statement.
The index should allow for a more comprehensive assessment of local performance in all Jammu and Kashmir districts, according to the statement.
On December 25 last year, the Centre released the National Good Governance Index, which showed Jammu and Kashmir's Good Governance Indicators rose 3.7% from 2019-2021. J-K performed well in several other areas as well, such as agriculture, judiciary, public infrastructure, and commerce and industry.
